In Germany, the APS certificate (Arbeitsmarktprüfung) plays a crucial role in the process of hiring non-EU/EEA
citizens for employment. Issued by the Federal Employment Agency (Bundesagentur für Arbeit, BA), this
certificate verifies that a job offer extended to a non-EU/EEA national complies with German labor market
regulations. Its primary purpose is to ensure that the job position cannot be filled by qualified candidates
from Germany or other EU/EEA countries, thereby safeguarding local job opportunities. Employers initiate the APS
process by submitting detailed information about the job offer to the local Employment Agency where the position
is located. This includes specifics such as the job description, salary offered, required qualifications, and
efforts made to recruit within the EU/EEA.
The Employment Agency evaluates these details to determine if the job offer meets legal requirements,
particularly regarding salary thresholds and working conditions. The APS certificate is typically valid
for three months once issued, during which time the non-EU/EEA employee must apply for their work visa
based on the approved job offer.

The APS Certificate is also a mandatory requirement for a German Student Visa.
General Questions
Akademische Prüfstelle or APS (Academic Evaluation Centre) is a joint institution of the German Academic Exchange Service (DAAD) and the German Embassy’s cultural department. The APS is present in China, Vietnam and now in India. APS China was established in 2001, APS Vietnam was established in 2007 and APS India was established in 2022. APS India is a gateway to German Universities for Indian students looking to study in Germany from India.
Non-EU/EEA citizens who wish to work in Germany typically need APS certification as part of their work visa application process. It ensures that the job offer meets legal standards and that no suitable candidates from Germany or the EU/EEA are available for the position.
According to the German Missions, starting November 1, 2022, APS certificates have become a mandatory part of the documents to be submitted along with your German study visa application at the VFS Global Centre. Appointments for APS Certification for Indian students wanting to study in Germany started in October 2022. Students are required to get their APS Certification and then book their German Student Visa appointment slot at a VFS Global Centre once their APS certification has come through.
From November 01, 2022, onwards, Germany has made it mandatory for all Indian students to get their academic documents verified by the Academic Evaluation Centre (APS India) and obtain authenticity certificates (APS Certificate in Germany) before applying for their German Student Visas via VFS Global Services. Indian students applying for their Germany Student Visa should note that the APS certificate has become a mandatory document that needs to be submitted as part of their Germany Study Visa application process.
From November 2022 onwards all German Student Visas would be processed through VFS (Visa Facilitation Services) Global Services. And as a mandatory requisite, applicants would be required to provide their APS Certification along with their German visa application form. The APS Certification is an authenticity certificate confirming the authenticity of the academic documents being submitted by the student. The APS Certification is managed by the Academic Evaluation Centre that is available in every German Embassy.
